Permits Permits are required prior to the commencement of any development activities in North Topsail Beach. "Development" means any man-made change to improved or unimproved real estate, including, but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials. The Town of North Topsail Beach has requested Onslow County to provide building, permitting, and plan review services for the Town. North Carolina General Statutes 160A-413 and 160A-460 require that the governing boards of the County and the Town enter into an interlocal agreement in order for the County to provide building inspection services within the municipal boundaries of the Town. The interlocal agreement identifies the duties and responsibilities of the County and the Town with regard to the operation of a joint inspection department. The Town approved the interlocal agreement at its meeting of April 2, 2009. The Onslow County Board of Commissioners approved the request at their meeting on Monday, April 6, 2009.
Onslow County will additionally provide on-site “office hours” at the North Topsail Beach Town Hall in space provided by the Town for a minimum of four consecutive hours per week (typically one afternoon a week from 1:00-5:00 PM) for the convenience of North Topsail Beach customers. Services available during North Topsail Beach “office hours” shall include responding to questions from citizens and staff, providing code interpretations, plan review, pre-submittal conferences, couriering new permit applications, and similar activities normally conducted by the Onslow County Building Code Section at its primary location at 604 College Street in Jacksonville, North Carolina.
HOW DO I APPLY FOR A BUILDING PERMIT?
Applicants for building permits – including Trade Permit - shall initially obtain all required Zoning permits, Flood permits, and CAMA permits, as applicable, from the Town of North Topsail Beach prior to submitting a request for a building permit.
After Zoning Zoning permits, Flood permits, and CAMA permits are obtained, Onslow County permit applications (available online or at NTB Town Hall) may be submitted along with all required documentation to NTB Building Inspections. Applications will be transmitted to Onslow County Central Permitting for review and permitting.
ONCE THE PERMIT IS ISSUED…
Contractors are advised to call Onslow County Central Permitting when pilings are ready to be set; then a Piling/Girder Inspection and Setback inspection will be scheduled same day. Setback Inspection will be performed by NTB Zoning Officer. Piling/Girder inspection will be conducted by Onslow County Building Inspector.
Re-Inspection fees will be applied per Onslow County policy, including the ONE FREE per permit.
WHAT IF I NEED TO REVISE MY PLANS?
Permit Revision will be processed according to Onslow County policy. All associated documents to support revision are required, including Flood, Zoning and CAMA. Revised Sewer/Septic documentation if additional bedrooms, home occupation or change of occupancy. Onslow County will charge appropriate fees associated with revision.
